3. Wilkinsburg, Pennsylvania

Wilkinsburg, surrounded on three sides by Pittsburgh, has seen its population decline in recent decades and struggled with economic stagnation. There have been occasional discussions about merging with its stable neighbor, but either the residents of Wilkinsburg end up declaring that they wish to maintain their independence or Pittsburgh says, “We don’t want you to become our problem.” In any event, crime rates, low property values, and, paradoxically, higher taxes than what Pittsburgers face has made this a very unpleasant city to live in.

2. Stockton, California

Camden has faced such severe issues with violent crime and corruption that, in the early 2010s, the city decided to disband and completely rebuild its police department. Located across the river from the hustling and bustling City of Brotherly Love, 33% of Camden’s residents live below the poverty level, and the streets are lined with abandoned buildings and houses.
