Mélanie Joly was born on January 16, 1979, in Montreal to Clément Joly and Laurette Racine. She was drawn into a career in the Canadian government at a young age, largely due to her father’s role as president of the Liberal Party’s finance committee in Quebec in the mid-90s and his leadership of the Canadian Air Transport Security Authority from 2002 to 2007. Her late stepmother, Carole-Marie Allard, also had a brief political career, representing Laval-East in parliament from 2000 to 2004.
