We were a bit hesitant to put the High Sparrow on this list, as his scenes are kind of on the boring side. But as a concept, there’s no question he’s intriguing. He’s a sinister figure cloaking himself under the guise of warmth and humility. He claims to stand for justice while obsessively punishing royalty for the most minor of crimes while allowing murderers to roam free.
11. Roose Bolton
Bolton is the epitome of what the series was often trying to get across in regards to moral relativism. Roose doesn’t come across as a villainous character. Indeed, he’s calm, intelligent, and observant. But he is also driven by self-interest, just as most people are. Once the House of Lannister defeats Stannis Baratheon’s army, he betrays Robb Stark because he knows the Lannisters will reward him handsomely by putting him in a position of high power, which they do when Joffrey becomes king.
